Hungry North Korea refuses U.S. aid

Despite chronic famine, North Korea has refused U.S. food aid. Uncomfortable with foreign aid workers inside borders, leadership may view rejection as sign of strength. Estimated 40 percent of population urgently needs food assistance; country lacks means to boost production.
