Opinion: A strategy to reduce overfishing in world's oceans

Well-managed oceans policy, with strategies to reduce overfishing, would be example for others. Rather than annual catch limits, administration advocates 'catch shares,' which gives individuals or groups fixed percentage of annual catch, then allows them to set rules, supposing that shareholders will have vested interest in growing resource.
